Request for Public Hearings on relations with Ethical Extraterrestrial Civilizations (ETs)

Dear Sirs/Ms:

Canadian Parliamentary public hearings on relations with Extraterrestrial Civilizations (ETs) are vital to the National Security and Defence of Canada and our peoples and sovereign land, and will result in social and scientific benefits to the peoples of Canada and the world.

United Nations General Assembly decision 33/426, 1978, approved 18 December 1978, provides: "2. The General Assembly invites interested Member States to take appropriate steps to coordinate on a national level scientific research and investigation into extraterrestrial life, including unidentified flying objects, and to inform the Secretary-General of the observations, research and evaluation of such activities.”

From 1963-1967, Hon. Paul Hellyer was Minister of National Defence of Canada in the cabinet of Prime Minister Lester B. Pearson, who won a Nobel Peace Prize.  On September 25, 2005, at the Toronto Exopolitics Symposium held at Convocation Hall, University of Toronto, former Minister of National Defence Hellyer stated: "UFOs, are as real as the airplanes that fly over your head," and "I'm so concerned about what the consequences might be of starting an intergalactic war, that I just think I had to say something."

Former Minister of Defence Hellyer went on to state: "The time has come to lift the veil of secrecy, and let the truth emerge, so there can be a real and informed debate, about one of the most important problems facing our planet today."  Mr. Hellyer stated the Canadian people may be threatened with the consequences of war in outer space over our sovereign territory: "The United States military are preparing weapons which could be used against the aliens, and they could get us into an intergalactic war without us ever having any warning."

REQUEST: We Non-Governmental Organizations request that the Parliament of Canada schedule public hearings and issue a public report on relations with Extraterrestrial Civilizations, so that witnesses such as the Hon. Paul Hellyer, and Canadian-connected high level military-intelligence, NORAD-connected, scientific, and governmental witnesses facilitated by the Government of Canada and by Non-Governmental Organizations, such as the Institute for Cooperation in Space (ICIS) (www.peaceinspace.net); Toronto Exopolitics Symposium (www.exopoliticstoronto.com); and the Disclosure Project (www.disclosureproject.org) can present compelling evidence and testimony in support of this Initiative.

I urge you to approve the Canadian Exopolitics Initiative, whereby the Government of Canada will undertake a 10 year process of formal, funded process of public education, scientific research, educational curricula development and implementation, strategic planning, community activity, and public outreach concerning our terrestrial society’s full cultural, political, social, legal, and governmental communication and public interest diplomacy with advanced, ethical Off-Planet cultures now visiting Earth.

I remember reading in one of my many old paper back books on UFO's and strange happenings in space where a former Canadian minister stated apon discovering the frequency of how many times UFO's have been spotted over Canada, 'where are they from, what do they want'. After reading the seriousness in his statement, it further solidified my belief that we are in a gobal crisis concerning these beings.

And it is not surprising that the US is one of the only if not the only country that wants to attempt a first strike capability against them given their warring nature on the planet. They have captured crashed vehicles and reversed engineered them only to learn that the human beings can't stand the stresses on their bodies while piloting them. My sister saw a UFO in Minaki years ago. My brother in law was an OPP officer at the time. The police recieved an overwhelming amount of calls from area residents including the local catholic priest and an area lawyer. Experts were brought to assess the situation but no update on the situation was ever made pubic.

To introduce weapons in space is a dangerious concept. If the technology exists to do it, how can we assure this knowledge doesn't fall into the wrong hands? If we allow for the risk of hostility towards a culture more advanced than ours, we're asking for trouble.

To manipulate and use scare tactics, horror movies and repeat UFO documentaries to force the public to either believe that Earthlings are the only intelligent life forms in our galaxy or that we will be invaded by flesh eating aliens is excessively ignorant. Therefore, it is my belief that atomic/laser weapons in space are meant only to prevent cosmic integration and keeping humankind in the dark ages.

I have never "seen" a UFO, but I BELEIVE. I believe the crop circles are messages to all peoples to wake up to their benevolent presence. In 1988, I saw the "orangy/red bubble light" people have seen preceding, and often after, the formation of crop circles just outside Glastonbury. It was awesome, comforting and unforgetable.

They have peeped 2-3 hundered years into our future (not a difficult or impossible task for them) and have observed a tyrannical overtaking of this part of the universe that stems from.. yes you've guessed it.. the Earth, the Moon and Mars!

The Galactic Council of Andromeda agreed by a small majority to take what action that they could within the confines of Universal Law, to 'nip this overtaking in the bud'.
