Alfred Lambremont Webre's book Exopolitics: Politics, Government and Law in the Universe (EcceNova Editions 2005) defines the formal field of Exopolitics. ("Exopolitics is a discipline for understanding Universe society through its politics and government.  It may turn our dominant view of the Universe upside down.  Exopolitics posits that the truest conception of our earthly circumstance may be that we are on an isolated planet in the midst of a populated, evolving, highly organized inter-planetary, inter-galactic, multi-dimensional Universe society.  The exopolitics 'model' may be helpful in approaching many of the issues facing our human Future").

Webre is a pioneer in the field of Exopolitics. As Senior Policy Analyst in 1977 at the Center for the Study of Social Policy at Stanford Research Institute (now "SRI International", Menlo Park, California), Alfred Webre was Principal Investigator for a proposed civilian scientific Study of extraterrestrial communication, i.e. interactive communication between the terrestrial human culture and that of possible intelligent non-terrestrial civilizations. This proposed Study was presented to and developed with interested White House staff of the Domestic Policy staff of President Jimmy Carter during the period from May 1977 until the fall of 1977, when it was abruptly terminated.

Webre is International Director of the Institute for Cooperation in Space (ICIS) ; a founder of the No Weapons in Space Campaign (NOWIS), a Canadian coalition to prevent the weaponization of space; and coordinates the Campaign for Cooperation in Space . He is a co-architect of the Space Preservation Act and the Space Preservation Treaty to ban space-based weapons.

Webre is a member of the District of Columbia Bar. He is a former Fulbright Scholar and graduate of Yale University, Yale Law School (Yale Law School National Scholar), and the University of Texas Counseling Program. Webre was General Counsel to the NYC Environmental Protection Administration and environmental consultant to the Ford Foundation, futurist at Stanford Research Institute, and author. He has taught Economics at Yale University (Economics Department) and Civil Liberties at the University of Texas (Government Department). Webre has been a delegate to the UNISPACE Outer Space Conference and NGO representative at the United Nations (Communications Coordination Committee for the UN; UN Second Special Session on Disarmament); elected Clinton-Gore Delegate to the 1996 Texas Democratic Convention; and a Member, Governor's Emergency Taskforce on Earthquake Preparedness, State of California (1980-82), appointed by Gov. Jerry Brown. Mr. Webre produced and hosted the Instant of Cooperation, the first live radio broadcast between USA and the then Soviet Union, carried live by Gosteleradio and NPR satellite in 1987. He is an On-Air Host on Vancouver Coop Radio CFRO 102.7 FM.

SDI Project Director - Dr. Carol Rosin
CAROL ROSIN, President - Dr. Rosin is an award-winning educator, author, leading aerospace executive and space and missile defense consultant. Rosin is the founder and former director of the Institute for Security and Cooperation in Outer Space (ISCOS) an NGO in consultative status with the United Nations Economic and Social Counsel (UN-ECOSOC). Dr. Rosin has been a consultant to corporations and organizations, including TRW, Disney, GE, IBM and the National Space Institute on space and defense. Rosin was the first woman corporate manager of an aerospace company (Fairchild Industries), mentored by the late Dr. Wernher von Braun (the "Father of Rocketry"). Dr. Rosin has testified before the House and Senate about the feasibility of banning space-based weapons. Rosin is the recipient of the United Societies in Space Humanitarian Award for 30 years of dedication, a Science Teachers Gold Medal Award, an Aviation Writers Award and an American Society of Engineering Educators Award for organizing the motivation program "It's Your Turn" for youth, women and minorities.

"Stating the dangers, costs, and fallacies of the space-based weapons system has not stopped them from being researched and developed or tested against the ever changing list of enemies, whether it is called the SDI, NMD, BMD or Star Wars. Under the guise of 'national security' and 'it's MERELY research or testing' the space-based weapons intended R&D program has become the largest R&D program in history, yet it won't protect anyone or anything, is dangerous, destabilizing, too costly and unnecessary. Cooperation in space will stimulate the economy, create new jobs and training programs, and emplace a strong national and global security system based on the world coming together to reap the unlimited benefits and opportunities they will all receive from our evolution into space together. We can build space battle stations and weapons pointed towards earth and into space, OR we can choose space habitats, hospitals, schools, farms, labs, industries, hotels and resorts, elevators, and craft that will free humans to explore our sacred space and the universe. It is time to ban space-based weapons before deployment or further momentum building, and to achieve peace."
