How can ebola/rabies create a "zombie"?
By combining rabies virus with other viruses that are spread by air, government created a more virulent mutant rabies virus that more easily jumps species and which can be spread by air.
By adding the new DNA man-made rabies virus to the man-made ebola virus, if someone is impacted by the rabies/ebola virus, they would be "rabid" and hydrophobic and would be bleeding from every part of them because ebola (patent by the CDC and thus made by them) drastically depletes vitamin C and vitamin C is what gives veins and capillaries their functional integrity. Without vitamin C, the whole circulatory system would leak blood.
Someone with ebola/rabies could appear to be a "zombie" - the word seemingly chosen to create extraordinary fear of others, and a lot of work done to get the word and scenarios into people's minds.

The crucial thing with serious sicknesses and certainly with viruses where there is bleeding and people have hydrophobia and can't drink water, is staying hydrated. The government seems to have arranged for highly contagious serious illnesses and that hospital rehydration in a possible national emergency could be a problem.
