Is Bush's presidential directive 51 a trap door to a secret TTIP, or to something vastly bigger?

Begin here, with this Slate article which is powerful cross-over article between left and right.

It doesn't just question Bush's NSPD-51 but it speaks of secret "annexes" within it.

The reality of NSPD-51 is almost as bad as the paranoia

 

I've studied the actual presidential directive, which you can find here.

In many respects, it's innocuous. It doesn't, for instance, tamper with the procedures for presidential succession in case, say, the chief executive and vice president are killed. And there's a value to requiring that every government agency prepare a plan to deal with a catastrophe.

But consider provision 2E of the directive:

"Enduring Constitutional Government," or "ECG," means a cooperative effort among the executive, legislative, and judicial branches of the Federal Government, coordinated by the President, as a matter of comity with respect to the legislative and judicial branches and with proper respect for the constitutional separation of powers among the branches, to preserve the constitutional framework under which the Nation is governed and the capability of all three branches of government to execute constitutional responsibilities and provide for orderly succession, appropriate transition of leadership, and interoperability and support of the National Essential Functions during a catastrophic emergency. (Italics mine.)

Do you see those five weasel words "as a matter of comity"? Just what elements of the legislative and judicial branches will be allowed to participate in "executing constitutional responsibilities" and "providing for orderly succession [and] appropriate transfer of leadership"?

In other words, who gets to call the shots? What does comity mean in this context? Informally, it means good-natured, good-faith camaraderie. In its jurisprudential sense, the American Heritage Dictionary defines it as "the principle by which the courts of one jurisdiction may accede or give effect to the laws or decisions of another."

 

The president will have FEMA and DHS with him.  The "comity" will flow in his direction.

Obama promised to immediately get rid of Bush's presidential orders.  He didn't get rid of one.  And he added to them, writing many more than Bush had and his often link his to Bushes, especially in areas that have to do with a take over of the US.

The annexes mentioned in the Slate article to the NSPD-51 may very likely include the agreement with the WHO mentioned in The Elite are Laughing links and in links in The Elite Are Laughing, a follow up which, in the event of a pandemic emergency, would bring in the WHO and UN troops to rule through crisis committees.  And example of a pandemic law - which Bush and the CDC/CIA got passed in the states using the anthrax letters which came from Fort Detrick (CIA and bioweapons and a history of spraying the public with potentially deadly substances)


And on closer viewing of Corsi's CSPAN interview on 51 and 20, he mentioned that about the same time as the Bush directives were signed, Bush signed documents with Merkel and the head of the EU about combining economies.  The Slate article refers to this directive containing classified "annexes" that not even Congress was allowed to see. 

 

And then there are the final two provisions of the NSPD, which mysteriously refer to unseen secret "annexes" to the directive. Needless to say, if what they've made public is so shameless in its disregard for the Constitution, the following two sections on secret provisions don't allay suspicion:

(23) Annex A and the classified Continuity Annexes, attached hereto, are hereby incorporated into and made a part of this directive.

(24) Security. This directive and the information contained herein shall be protected from unauthorized disclosure, provided that, except for Annex A, the Annexes attached to this directive are classified and shall be accorded appropriate handling, consistent with applicable Executive Orders.

So, how many secret annexes are there in addition to "annex A," and what kinds of things do they say that even the paranoia-inducing public document can't include?

 

Is the Merkel agreement "an annex"?  Does it kick in in the event of an undefined 'catastrophic emergency"? 

 

Such an agreement with Merkel and the head of the EU certainly goes the TTIP one better by making it entirely secret, bypassing Congress entirely, and combining the economies of the US and EU.  It seems like the sort of economic news people would be interested in on both sides of the Atlantic.

 

Are the anti-TTIP groups and journalists covering these huge trade agreements aware of  the Bush/Merkel/EU agreement?  Are they aware of NSPD-51?  Both occurred in 2007 and were organized by Bush.  Is this economic stunner of Bush combining the EU and the US economies an annex inside NSPD-51? to be triggered by a declaration of an undefined catastrophic emergency?  The collapse of the economy is listed in NSPD-51 as one such emergency, along with pandemic emergency, civil unrest, an attack on the US, and environmental disaster.  We seem rich in potential emergencies, all of them riggable.

The document is also hazy on when our new continuity policies will be set in motion. The directive tells us that they'll kick in whenever the nation faces a "catastrophic emergency." But look how vaguely "catastrophic emergency" is first defined:

"Catastrophic Emergency" means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions.

These are profoundly, potentially calamitously, broad terms. Who defines what is extraordinary? Who defines how severe severely is? Is there any procedure to challenge the junking of constitutional government?

Worse, "catastrophic emergency"—woefully vague to start out with—is later expanded to include even "localized acts of nature and accidents" as well as "technological or attack-related" emergencies.

In other words, even if you don't believe the most sinister paranoid coup theories, the document does nothing to allay one's fears that it could be used in a sinister way.

 

Economic journalists might also want to look carefully at the pandemic laws put in place by Bush.  

They set up plunder of the country.  They include total asset stripping of the US, including all industries, all communications, all transportation, and on and on.  A possible choice for the vaccines - if they are not sprayed on people - would be an ebola-rabies vaccine manufactured by this former Nazi bioweapons company and mentioned here.  These vaccines are licensed to Exxell BIO of St Paul, Minnesota, which appears to be a shell, or front company.  People might want to say no thanks.  But that would trigger $1000 a day fines for anyone resisting these untested, unknown vaccines and an additional $1000 a day for not obeying any order.  

These pandemic laws are fertile ground then for  economic journalists given their total stripping of the US and the curiosity of their non-relationship to health.

 

Bush's state pandemic laws, spurred on by the anthrax attack after 9/11 coming out of USAMRIID at Fort Detrick, arrange for:

• detention of any person in the area, even without evidence of illness

Obama's presidential order # 13603  involves seizing control of:

*  “All commodities and products that are capable of being ingested by either human beings or animals”

 

*  “All forms of energy”

 

*  “All forms of civil transportation”

 

*  “All usable water from all sources”

 

*  “Health resources –  drugs, biological products, medical devices, materials, facilities, health supplies, services and equipment”

 

*  Human labor ("slavery" - or “induction” as the executive order delicately refers to unpaid conscription of the public)

*  .... federal officials would “issue regulations to prioritize and allocate resources.

The pandemic laws reassure that:

.... government bureaucracy “shall act as necessary and appropriate.”

 

All three, 51 and 20, the WHO agreement on entering the country in the event of their own declaration of a pandemic emergency, and the Merkel agreement to combine economies of the EU and US, were all signed by Bush in 2007 without Congressional approval.

 

While the pandemic laws includes shocking life threatening provisions, they belong very naturally alongside the Bush, Merkel, EU agreement because they are economic.  They may be one of the biggest and most significant economic laws ever.  Someone crafted them.  Someone intends to profit by them.  Who? 

 

Economic journalists might approach them that way.  How much is slave labor worth in dollars or yuan?  How much are the assets of the US worth?  These laws offer an economic journalist a field day.
